RAISING AWARENESS ABOUT INTERNAL DISPLACEMENT IN GUATEMALA

Internal displacement has long been an unrecognized phenomenon in Guatemala. The extent of the problem, its causes and the effects it has on the displaced and receiving population have not been clearly identified. In an effort to increase awareness and demonstrate how critical the problem of internal displacement is in Guatemala, PADF partnered with the Equipo de Estudios Comunitarios y Acción Psicosocial (ECAP) to conduct a comprehensive diagnostic of internal displacement to advocate for improved protections for those displaced and those who are at risk of displacement.

The diagnostic, finalized in early 2020, documents the historical roots of the problem, its effects, and the various actors and stakeholders related to internal displacement in Guatemala. The diagnostic includes a focus on vulnerable populations that are disproportionately affected, such as low-income and/or rural individuals, women, and LGBTI+ individuals. The information collected through the diagnostic was then used to develop a draft public policy, the National Policy on Prevention and Attention for Internal Displacement, and communication materials to increase public awareness. PADF, ECAP and its partners were successful in elevating the issue of internal displacement to a national dialogue composed of government, civil society, and the public at large.
